S&P 500 (viết đầy đủ trong tiếng Anh là Standard & Poor’s 500 Stock Index – Chỉ số cổ phiếu 500 của Standard & Poor) là một chỉ số cổ phiếu bao gồm 500 loại cổ phiếu được lựa chọn từ 500 công ty có mức vốn hóa thị trường lớn nhất của Mỹ, chiếm gần 75% vốn hóa thị trường chứng khoán Mỹ.

Chỉ số S&P 500 được thiết kế để trở thành một công cụ hàng đầu của thị trường chứng khoán Mỹ và có ý nghĩa phản ánh những đặc điểm rủi ro/lợi nhuận của các công ty hàng đầu. Chỉ số S&P 500 là một trong những chuẩn đánh giá thông thường nhất dành cho thị trường chứng khoán Mỹ. Những chỉ số phổ biến khác của Standard & Poor là S&P 400, 600, 1200, 1500

Luồng tiền nóng đổ dồn về châu Á

Một luồng tiền mặt vừa ào ạt đổ vào khu vực châu Á khiến chứng khoán, tiền tệ và giá bất động sản tại nhiều nước tăng mạnh.

Luồng tiền nóng này là kết quả của các gói kích thích kinh tế mà giới ngân hàng trung ương thế giới vừa tung ra, bao gồm Cục Dự trữ Liên bang Mỹ. Tháng 9 vừa rồi, FED tuyên bố tung ra gói nới lỏng lần 3 để kích thích tăng trưởng. Lãi suất đồng đôla Mỹ tiếp tục ở mức thấp khiến quỹ đầu tư quay lại sục sạo khắp châu Á để tìm những kênh đầu tư mang lại lợi nhuận tốt hơn.

Tại Indonesia, trong tháng 9 vừa rồi lượng tiền vào ròng đạt 1,3 tỷ USD, so với lượng tiền ra ròng 540 triệu USD tháng trước đó, theo số liệu của Standard Chartered. Còn tại Hàn Quốc, tháng 8 vừa rồi tiền ra ròng lên tới 2,4 tỷ USD, tuy nhiên sang tháng 9 tiền đã quay trở lại với lượng vào ròng đạt 1,4 tỷ USD.

Ngân hàng Standard Chartered dự báo rằng luồng tiền nóng sẽ tiếp tục đổ vào châu Á trong thời gian tới nếu các số liệu kinh tế Trung Quốc tiếp tục ổn định và đồng nhân dân tệ xác lập xu hướng tăng.

Được lợi lớn nhất nhờ xu hướng này là những thị trường chứng khoán quy mô nhỏ nhất trong khu vực. Tại Thái Lan, chỉ số chứng khoán tăng 28% kể từ đầu năm đến nay. Tương tự, chứng khoán Philippines tăng 24% và chỉ số chính tại Ấn Độ tăng 23%. Thị trường chứng khoán Hong Kong cũng vừa đạt mức cao nhất trong vòng 14 tháng hôm qua. Trong khi đó, chứng khoán tại Trung Quốc đại lục lại đi xuống do giới đầu tư lo ngại về sức khỏe của nền kinh tế lớn thứ hai thế giới.

Không chỉ chứng khoán, thị trường bất động sản cũng chứng kiến lực đẩy mạnh từ luồng tiền nóng mới, nhất là tại Hong Kong và Singapore. Tại Hong Kong, giá nhà vừa lập những kỷ lục mới và đã tăng gấp đôi trong vòng 4 năm qua.

Hôm Chủ nhật, người đứng đầu cơ quan tài chính của Hong Kong, ông John Tsang đã cảnh báo rằng thị trường nhà đất đang tăng một cách bất thường, không tương xứng với thực tế kinh tế đang đi chậm lại. Đồng thời ông này cũng tuyên bố có thể áp dụng các biện pháp kiềm chế giá bất động sản nếu cần thiết.

Luồng tiền nóng cũng làm đau đầu chính phủ Thái Lan. Hôm qua, ngân hàng trung ương nước này tung một số chính sách mới nhằm khuyến khích luồng tiền ra và cân bằng lượng tiền vào đang ngày một mạnh mẽ. Theo đó, những công ty niêm yết nào muốn đầu tư ra thị trường chứng khoán hay trái phiếu nước ngoài sẽ nhận được ưu tiên nhất định.

Tương tự, các nhà làm luật tại Singapore đang lo lắng về bong bóng bất động sản với giá nhà đơn lẻ tăng 56% trong quý trước. Chỉ trong vài tuần gần đây, cả Hong Kong lẫn Singapore đều tung ra những quy định gắt gao trong việc cho vay mua nhà nhằm hạ nhiệt thị trường nhà đất.

Còn trên thị trường tiền tệ, đôla Singapore đã tăng 6% so với đôla Mỹ từ đầu năm đến nay. Ở Hong Kong, cơ quan đóng vai trò "ngân hàng trung ương" ở đây đã hạ giá đồng đôla Hong Kong hôm thứ sáu vừa rồi, lần đầu tiên trong vòng 3 năm qua nhằm kiềm chế đà tăng.

Theo giới phân tích, một số nước Đông Nam Á khác cũng bắt đầu nhận tác động từ làn sóng thanh khoản mới, có thể nhận ra từ lượng đầu tư trực tiếp nước ngoài. Ví dụ tại Indonesia, FDI tại đây tăng 22% trong quý vừa rồi và đạt con số kỷ lục 56.600 tỷ rupiah (tương đương 5,9 tỷ USD).

Một số chuyên gia lo lắng rằng luồng tiền nóng sẽ làm gia tăng chỉ số giá tiêu dùng trong khu vực. Nhất là tại các nước như Indonesia, Thái Lan, Philippines và Malaysia, lạm phát sẽ là một trong những nguy cơ lớn nhất trong thời gian tới.

USD nhấp nhổm tăng

Cuối tuần qua, giá vàng đã hạ nhiệt sau khi vượt 47,4 triệu đồng/lượng. Tuy nhiên, do giá vàng trong nước còn đắt so với giá vàng thế giới đã khiến giá USD cuối tuần qua có xu hướng tăng trở lại.

Vấn đề quan tâm của người dân và doanh nghiệp hiện nay là giá USD từ nay đến cuối năm liệu có “sóng” theo quy luật thường xảy ra vào những tháng cuối năm.

USD có “té” theo vàng?

Cuối tuần qua, giá USD các NHTM hầu như không có biến động so với chốt ngày trước đó. Theo đó, giá USD của Vietcombank, Eximbank và ACB vẫn ổn định với giá mua vào 20.810-20.830 đồng/USD và bán ra 20.870 đồng/USD. Mức giá bán này được duy trì từ tuần trước (7-9). NHNN niêm yết tỷ giá bình quân liên NH ngày cuối tuần (15-9) vẫn ở mức 20.828 đồng/USD; tỷ giá trần của các NHTM 21.036 đồng/USD.

Trong khi đó, trên thị trường tự do tại TPHCM giá USD phổ biến ở mức 20.860 đồng (mua vào) và 20.880 đồng (bán ra), cao hơn 20 đồng/USD so với ngày trước đó, tăng không đáng kể so với thị trường chính thức, thấp hơn tỷ giá trần của các NHTM. Dù nhu cầu giao dịch USD không có đột biến nhưng có ý kiến cho rằng giá USD tăng trở lại trên thị trường tự do sau nhiều tháng giảm cho thấy đang chịu tác động từ giá vàng.

Theo nguyên tắc giá vàng tăng, giá USD sẽ giảm. Đặc biệt việc NHNN quản lý khuôn đúc vàng miếng SJC nhằm triệt tiêu tình trạng hợp thức hóa vàng nhập lậu, cửa tăng giá USD trên thị trường tự do sẽ không còn. Tuy nhiên, mấy ngày qua, cùng với sự xuất hiện của vàng giả thương hiệu SJC, giá USD có dấu hiệu tăng. Tính chung cả tuần qua, giá vàng tăng 750.000 đồng/lượng nhờ hỗ trợ bởi lực tăng của giá vàng thế giới.

So với cuối tháng 8, giá vàng hiện đã tăng thêm 2,5 triệu đồng/lượng và chênh lệch giữa giá vàng trong và ngoài nước tăng cao, gần 2,5 triệu đồng/lượng, sẽ khiến giới nhập lậu vàng hoạt động trở lại, nhập vàng thương hiệu giả SJC để kinh doanh. Chưa kể, khi giá vàng tăng cao, giới đầu tư sẽ bán một phần vàng, chuyển qua mua ngoại tệ nhằm đáp ứng nhu cầu ngoại tệ của nền kinh tế gia tăng vào những tháng giáp Tết.

Không đáng lo

Theo TS. Cao Sỹ Kiêm, thành viên Hội đồng Tư vấn chính sách tiền tệ Quốc gia, dự trữ ngoại hối nước ta từ đầu năm đến nay đã tăng mạnh trở lại. Cuối năm 2011, dự trữ ngoại hối của Việt Nam tụt xuống còn 9 tỷ USD, nhưng đã tăng trong 6 tháng đầu năm 2012, với mức tăng thêm hơn 10 tỷ USD, đạt mức 10 tuần nhập khẩu và có thể đạt 12 tuần nhập khẩu vào cuối năm.

Hơn nữa, các yếu tố khác giúp hỗ trợ ổn định tỷ giá từ nay đến cuối năm là thâm hụt thương mại thấp, tín dụng ngoại tệ đang có dấu hiệu giảm mạnh khi lãi suất cho vay bằng VNĐ giảm thấp dưới trần lãi suất huy động 9%/năm; tình hình nhập khẩu vẫn giảm do nền kinh tế khó khăn, doanh nghiệp chưa phục hồi được sản xuất, nên nhu cầu ngoại tệ không lớn, sẽ không gây áp lực quá lớn những tháng cuối năm.

Trong khi đó, các NHTM đang bị NHNN siết trạng thái ngoại tệ vào cuối mỗi ngày phải được co hẹp về mức ±20%, từ mức ±30% so với vốn tự có trước đây. Như vậy, tỷ giá sẽ không bất ổn từ nguy cơ đầu cơ của các NHTM lẫn giới đầu cơ trên thị trường tự do.

Theo chuyên gia NH Đinh Thế Hiển, với dấu hiệu kinh tế vĩ mô đang được kiểm soát tốt, mức độ nhập siêu đang giảm, tỷ giá cuối năm nếu có tăng cũng chỉ trong mức 21.000-21.500 đồng/USD. Như vậy, tiền đồng vẫn là lựa chọn của nhiều người dân hiện nay, khi mức tăng của tỷ giá cộng lãi suất tiền gửi ngoại tệ không đủ hấp dẫn họ chuyển dịch dòng tiền, gây “sóng” cho thị trường ngoại tệ tự do.

Bên cạnh đó, khi Hoa Kỳ công bố gói cứu trợ QE3 không thời hạn để kích thích tăng trưởng kinh tế, đã khiến giá USD trên thị trường thế giới giảm mạnh so với các đồng tiền chủ chốt khác.

Điều này cũng góp phần ổn định tỷ giá ở nước ta. Tuy nhiên, để tỷ giá ổn định, VNĐ lấy lại vị thế, điều quan trọng là cần ổn định kinh tế vĩ mô để niềm tin vào nội tệ ngày càng tốt hơn. Đây sẽ là giải pháp vững chắc để ổn định thị trường ngoại hối.

Đặc biệt, thị trường vàng và ngoại tệ có liên quan mật thiết với nhau, nếu những bất ổn trên thị trường vàng vẫn còn, thị trường ngoại tệ sẽ chịu tác động mạnh. Tuy nhiên, nếu biết khai thác và quản lý thị trường vàng một cách hiệu quả sẽ không chỉ ổn định thị trường ngoại tệ, mà còn là cơ hội giúp Việt Nam có lượng ngoại tệ dồi dào phục vụ cho tăng trưởng kinh tế.

Cấu trúc sở hữu của hệ thống ngân hàng ngày càng chồng chéo

Sở hữu chéo trong hệ thống ngân hàng Việt Nam có thể chia thành các nhóm sau: Sở hữu của các NHTM nhà nước và NHTM nước ngoài tại các NHLD : Hiện tại có sáu NHLD trong hệ thống các tổ chức tín dụng của Việt Nam. Thông thường một ngân NHLD được sở hữu bởi một ngân hàng nước ngoài và một ngân hàng trong nước. Chẳng hạn ngân hàng Việt Thái là NHLD giữa 3 đối tác lớn: Ngân hàng Nông nghiệp và Phát triển Nông thôn Việt Nam (NHNo&PTNT), Ngân hàng Thương mại Siam của Thái Lan và Tập đoàn Charoen Pokphand (CP) của Thái Lan với tỉ lệ vốn góp tương ứng là 34%, 33% và 33%; ngân hàng Việt Nga là liên doanh giữa Ngân hàng Đầu tư và Phát triển Việt Nam (BIDV) và Ngân hàng VTB (trước là Ngân hàng Ngoại thương Nga Vneshtorgbank) với mức góp vốn điều lệ ngang nhau. Cổ đông chiến lược nước ngoài tại các NHTM, cả nhà nước lẫn cổ phần: đứng trước nhu cầu thu hút vốn và kỹ năng quản trị từ các 158 định chế tài chính có kinh nghiệm nước ngoài, NHNN đã có chủ trương khuyến khích các NHTM trong nước tìm kiếm các đối tác nước ngoài làm cổ đông chiến lược. Đến nay, có khoảng 10 NHTM có đối tác chiến lược là các tập đoàn tài chính nước ngoài. Cổ đông tại các NHTM là các công ty quản lý quỹ: Từ năm 2005 trở lại đây, các quỹ quản lý vốn bắt đầu xuất hiện nhiều ở Việt Nam. Các quỹ này thường đầu tư vốn vào những NHTM cổ phần có tiềm năng phát triển tốt. Chẳng hạn, Vinacapital đầu tư vốn vào Sacombank, VOF đầu tư vào Eximbank, quỹ Dragon đầu tư vào ACB v.v...

Sở hữu của các NHTMN nhà nước tại các NHTM cổ phần : quan hệ sở hữu này hình thành chủ yếu việc yếu kém nghiệp vụ ngân hàng của các NHTM cổ phần trong giai đoạn đầu thành lập cũng như trong giai đoạn khủng hoảng 1997-1998. Hiện tại, có gần tám NHTM cổ phần có quan hệ cổ phần với bốn NHTM nhà nước. Tiêu biểu là Vietcombank, hiện đang sở hữu 11% tại Ngân hàng Quân đội, 8,2% tại Eximbank, 4,7% tại Ngân hàng Phương đông, 5,3% tại Ngân hàng Sài Gòn.

Sở hữu lẫn nhau giữa các NHTM cổ phần: Hiện tượng sở hữu lẫn nhau giữa các NHTM cổ phần cũng khá phổ biến ở Việt Nam hiện nay. Từ những thông tin công bố của các ngân hàng, hiện có ít nhất sáu NHTM cổ phần có cổ đông là một NHTM cổ phần khác. Chẳng hạn, Eximbank hiện sở hữu 10,6% cổ phần tại Sacombank, 8,5% cổ phần tại Ngân hàng Việt Á. Sở hữu NHTM cổ phần bởi các tập đoàn, tổng công ty nhà nước và tư nhân: trong giai đoạn bùng nổ các NHTM cổ phần và quỹ đầu tư tài chính, rất nhiều tập đoàn và tổng công ty nhà nước đã tham gia góp vốn hình thành các tổ chức tín dụng này. Hiện tại có khoảng gần 40 các doanh nghiệp nhà nước và tư nhân có sở hữu trên 5% tại các NHTM cổ phần. Hơn nữa hầu hết các tập đoàn nhà nước đều có các công ty tài chính. Mối quan hệ giữa NHTM cổ phần với các tập đoàn tư nhân ngày càng trở nên phức tạp. Nhiều ngân hàng có thể được sở hữu bởi rất nhiều công ty gia đình hoặc các thành viên gia đình vốn đồng thời lãnh đạo ở các doanh nghiệp khác Trong các mối quan hệ trên, ba nhóm sở hữu chéo đầu tiên có tính tích cực vì các mối quan hệ này chủ yếu hướng đến việc tăng cường thúc đẩy hoạt động thương mại giữa Việt Nam và quốc tế, nâng cao năng lực quản trị và thúc đẩy việc sử dụng vốn một cách có hiệu quả. Điều đáng bàn nhất là mối quan hệ thuộc về ba nhóm sau. Khi các NHTMNN là cổ đông lớn của các NHTM cổ phần, các NHTM nhà nước có thể ảnh hưởng đến các ngân hàng thuộc nhóm sau trong việc cung cấp vốn cho các doanh nghiệp nhà nước. Với hai trường hợp các NHTM có cổ đông lớn là các doanh nghiệp, thì rất có thể các NHTM này trở thành sân sau, chuyên huy động vốn từ dân để tài trợ cho các dự án của mình. Mặc dù theo quy định thì các ngân hàng không được cho các cổ đông của mình vay vốn, nhưng các ngân hàng có thể lách quy định này bằng cách cho các công ty con của các doanh nghiệp vay vốn. Tương tự, việc sở hữu chéo giữa các ngân hàng cũng tạo điều kiện để cho các doanh nghiệp sở hữu ngân hàng này có thể dễ dàng vay được vốn từ ngân hàng kia. Như vậy, ba trường hợp sở hữu này đều có nguy cơ dẫn đến việc các NHTM sẽ tiến hành thẩm định vốn vay thiếu cẩn trọng. Nếu điều này xảy ra, đây có thể coi là một trong những nguyên nhân quan trọng dẫn đến nợ xấu trong hệ thống các TCTD của Việt Nam hiện nay tăng cao. Ấn phẩm do Nhóm Tư vấn chính sách kinh tế vĩ mô thực hiện trong khuôn khổ Dự án "Hỗ trợ nâng cao năng lực tham mưu, thẩm tra và giám sát chính sách kinh tế vĩ mô" do Ủy ban Kinh tế của Quốc hội chủ trì, với sự tài trợ của Chương trình Phát triển Liên hợp quốc tại Việt Nam (UNDP).

Thương vụ Western Bank - PVF: Tài sản của Western Bank có những gì?

Gần 30% tài sản của Western Bank có liên quan đến chứng khoán (trái phiếu, cổ phiếu) và bất động sản vào cuối năm 2011. Nợ xấu tại thời điểm cuối năm 2011 là 1,2%.

Với số vốn chủ sở hữu 3.000 tỷ, Western Bank huy động được 12.629 tỷ đồng từ khách hàng và 3.815 tỷ từ các tổ chức tín dụng khác để nâng quy mô tổng nguồn vốn lên hơn 20 ngàn tỷ đồng vào cuối năm 2011.

Ngân hàng này cho vay ra khoảng 8.800 tỷ đồng (chiếm 2/3 vốn huy động khách hàng) và gửi tại các ngân hàng khác hơn 3.600 tỷ còn lại là các khoản đầu tư tài chính, ủy thác và bất động sản.

Theo BCTC năm 2011, Western Bank ủy thác đầu tư cổ phiếu 2.050 tỷ và có 980 tỷ đặt cọc tại 2 CTCK theo các hợp đồng môi giới chứng khoán.
